Not sure if you did this or not, but I did not find it. You may want to consider a focus group that you follow to see how they have been performing. You may even go back to their records and look at grades from before they started getting in trouble and see if the falling grades started when their behavior (suspensions) began. You may also look at how they do when in the class as compared to when they are in suspension and how long the suspension affects them after they come back.
In step 3, you are meeting with CIC to share plan, but I can't tell what plan you are sharing.
